Terrorists Off the Map
It's frustrating when your databases don't synch. However, when you're the FBI and the incompatibility causes you to lose track of 20 terrorlinks suspects, it's downright embarrassing. The worst - the databases were the primary source of terrorist whereabouts that is supplied to border control agents, and no one can say definitively if any of the suspects entered the country during the glitch.
